Turtle presence rarely stops a project. It constrains when and how you can work, and the lighting design is the impact that lasts for the whole operational life.
What turtle presence actually does to a project
It rarely stops it. That is the first thing worth saying, because the internal reaction to “there are turtles” is often disproportionate.
What it does is constrain when you can work and how. Restricted working periods. Lighting requirements. Rules on beach access and vehicle movement. A monitoring obligation with someone named against it. Possibly a nest relocation protocol.
None of those are dramatic individually. Together they are a schedule and cost item, and the problem is when they arrive. Turtle constraints typically surface during permitting, by which point the construction programme has been built, the contractor is appointed and the marine spread is booked. A restricted working window discovered at that stage is expensive in a way that the same restriction identified at concept design is not.
Turtles are not usually a permitting obstacle. They are a programme constraint that gets discovered after the programme has been fixed, which is a different and more expensive problem.
Which species, and why the status matters
Five marine turtle species occur in UAE waters, out of seven worldwide.
Within the Arabian Gulf, green turtles (Chelonia mydas) and hawksbills (Eretmochelys imbricata) are the most abundant. Loggerheads (Caretta caretta) dominate in the Sea of Oman and the Arabian Sea, which matters if your project sits on the east coast rather than the Gulf coast.
On the IUCN Red List, the hawksbill is Critically Endangered and the green turtle is Endangered. All marine turtle species are classified at least Vulnerable.
That status is what drives the assessment weight. Under IFC Performance Standard 6, the presence of Critically Endangered or Endangered species is one of the criteria that can trigger a critical habitat determination, and critical habitat carries a materially heavier obligation, including demonstrating net gain rather than no net loss. A hawksbill nesting beach is therefore not a minor receptor in a lender-financed project. It is potentially the thing that sets your entire obligation level, which is covered in critical habitat assessment.
For nesting distribution, hawksbill rookeries are recorded across Saudi Arabia, Iran, Kuwait, Qatar, Oman and the UAE. Along the UAE’s Gulf coast, hawksbills nest on a number of islands and beaches in Abu Dhabi, Dubai and Sharjah. Green turtle nesting in the UAE is much rarer and recorded only sporadically, which cuts both ways: rarity means a confirmed green turtle nest is a more significant finding, not a less significant one.
The UAE has also launched a national plan for marine turtle conservation, which is worth checking against for any project on a nesting coast.
The sensitivity has two parts
A common scoping error is to treat this as a beach question. It is two questions.
The beach. Nesting females come ashore, dig, lay and return. Hatchlings emerge weeks later and cross the sand. Sensitivity here is to physical disturbance, sand compaction, obstacles, noise, human presence and light.
The water offshore of it. Females approach and depart through nearshore water, and hatchlings swim out through it. Dredging, vessel movement, turbidity and structures in that corridor matter, and they sit outside the beach itself.
If your assessment covers the sand and stops at the waterline, it has covered half the receptor.
Lighting, which is the one to design early
Give this its own attention. It is the most common impact, the most manageable, and the one most often addressed too late.
Turtles navigate toward the brighter horizon, which on a natural beach is the sea. Artificial lighting inland of the beach reverses that cue. Hatchlings head inland instead of seaward. Nesting females may abandon an approach altogether.
The structural reason it matters more than the rest:
Construction impacts end at handover. Lighting does not. Noise, vehicles and works restrictions all stop when the project completes. The lighting scheme runs for the operational life of the development, every night, for decades. It is the longest-running effect a coastal project has on a nesting beach, and it is created by a decision made during design.
What good practice involves: shielded and fully cut-off fittings that direct light downward, lamps at longer wavelengths rather than blue-white, mounting kept low, screening and planting to block direct sightlines from the beach, and controls that reduce or extinguish seaward-facing light during the nesting and hatching period.
Survey timing and working restrictions
Two rules here, one about the mechanism and one about the numbers.
The mechanism. A nesting beach assessment needs survey during the nesting period, because that is when the evidence exists. Surveys look for tracks, body pits, confirmed nests and emergence, and they need repeat visits rather than a single walk, because activity is episodic. Where nesting is confirmed, expect restrictions on works during the sensitive period, which typically cover night working, lighting, beach access, vehicle movement on sand and noise.
The numbers. Nesting seasons vary by species and by location within the Gulf. Do not plan against a single regional window taken from an article, including this one. Confirm the applicable season and the specific restrictions with the competent authority for your site, and for a significant project, with survey data from the beach itself.
That is not caution for its own sake. Both errors are costly. Assume too wide a window and you restrict your programme unnecessarily for months. Assume too narrow a window and you work through a sensitive period and breach a condition.
The wider principle applies here as everywhere in this field: if the survey window closes before you mobilise, you cannot recover the pre-project evidence afterwards, as covered in biodiversity baselines and adaptive management.
Construction phase mitigation
The measures themselves are neither complicated nor expensive when planned. In rough order of how often they appear:
- Lighting controls during construction, including directional site lighting and restrictions on seaward-facing floodlights
- Night working restrictions during the sensitive period
- Beach access control, meaning defined routes, no vehicles on nesting sand, and marked exclusion zones
- Pre-works and ongoing nest surveys by a qualified surveyor, at a stated frequency
- A named responsible person, with authority to stop an activity, not simply to report it afterwards
- A find protocol setting out what happens when a nest is discovered inside the works area
- Toolbox briefing so that the crew who will actually encounter a nest know what to do
The one most often missing is the named person with stop authority. A monitoring obligation with nobody authorised to halt an activity produces a record of impacts rather than prevention of them.
Nest relocation
Relocation is sometimes permitted, always regulated, and should always be a last resort.
Eggs are sensitive to orientation, handling, timing after laying, and incubation conditions in the receiving site. Sand temperature also influences hatchling sex ratio, so a receiving beach with a different thermal profile does not produce an equivalent outcome even if the eggs hatch.
It requires authority approval and a qualified person. It is not a measure a contractor improvises when a nest is found in the way, which is precisely why the find protocol and the toolbox briefing above matter. The moment a nest is discovered is the moment it is most likely to be handled wrongly, by someone acting reasonably under schedule pressure with no instructions.
