    Modified, natural or critical habitat determination under IFC PS6, with the evidence trail behind it. Sets the whole obligation level of the project, including whether net gain applies rather than no net loss.

    Field survey scoped to the receptors that matter, in the right season, with the method stated so it can be repeated identically next year.

    Modified, natural or critical, against the PS6 criteria, with the reasoning documented rather than asserted. This is the step lenders scrutinise hardest.

03 A practical note

The single most expensive mistake in this area is timing. A baseline survey has a season, and once mobilisation has begun the pre-project condition can no longer be recorded. We would rather tell you early that a survey window has closed, and plan around it, than produce an assessment that a lender will not accept.

What is a biodiversity baseline survey and when do you need one?

A biodiversity baseline records what species and habitats are present at a site before work begins, in enough detail that change can be measured against it later. You need one when a lender applies IFC Performance Standard 6 or the Equator Principles, when an ESIA requires it, or when a permitting authority asks what is there. The common and expensive mistake is starting the survey after mobilisation, because a baseline taken once disturbance has begun no longer describes the pre-project condition, and no amount of later monitoring recovers it.

What is IFC Performance Standard 6 and does it apply to my project?

IFC PS6 is the biodiversity and living natural resources standard used by the IFC and, through the Equator Principles, by most project finance lenders. It applies if your financing references the IFC Performance Standards, which is common for infrastructure, energy, industrial and coastal projects across the GCC. The critical question it asks is whether your site sits in modified, natural or critical habitat, because that determination sets everything that follows, including whether a net gain requirement applies.

What is critical habitat and why does the determination matter so much?

Critical habitat is a designation under IFC PS6 for areas of particular biodiversity importance, based on criteria including threatened species, endemic or restricted range species, migratory and congregatory species, and highly threatened ecosystems. It matters because the requirements attached to it are substantially heavier than for natural habitat, including a demonstrated net gain rather than no net loss. Getting the determination wrong in either direction is costly: understate it and the lender rejects the assessment, overstate it and you have committed to obligations the project did not need.

Do you do marine and coastal work, or only terrestrial?

Both. Marine and coastal assessment is where much of the GCC demand sits, covering dredging and reclamation turbidity, thermal and salinity discharge, coral and seagrass habitat, mangrove systems and turtle nesting beaches. Coastal projects also carry the monitoring and stop-work threshold arrangements that get negotiated with the authority, and those are easier to agree before works start than to renegotiate mid-construction.

What is TNFD and is it mandatory?

The Taskforce on Nature-related Financial Disclosures published a framework for reporting nature-related dependencies, impacts, risks and opportunities, structured in a way that will feel familiar to anyone who has worked with TCFD. It is a voluntary framework rather than a law, though some jurisdictions and many lenders and investors now ask for alignment with it. Confirm the current position against TNFD's own published materials and your own regulator, because this area is moving.

How is nature different from climate in reporting terms?

Climate has one metric that aggregates globally, so a tonne emitted anywhere is comparable to a tonne emitted anywhere else. Nature does not work that way. Impact is local, multi-dimensional and does not aggregate into a single number, which means assessment is site by site and the data problem is spatial rather than a corporate rollup. This is the single biggest adjustment for teams arriving from climate reporting.

Are biodiversity credits a substitute for avoiding impact?

No, and any scheme that treats them as one should be avoided. The mitigation hierarchy is sequential: avoid first, then minimise, then restore, and only then consider offsetting the residual. Offsets and credits sit at the end of that sequence and are the hardest to demonstrate. A project that reaches for credits before demonstrating avoidance will not satisfy a lender applying IFC PS6.
