ISO 45001 is the health and safety certificate UAE operators, main contractors and government clients ask for. We build an occupational health and safety management system around your real hazards, workforce and contractors, take it through internal audit and management review, and prepare you for an accredited certification body.
ISO 45001 certification in the UAE and Dubai with ESGweise: gap analysis, hazard identification and risk assessment, worker consultation, contractor controls, OH&S management system design and implementation, internal audit, management review and Stage 1 and Stage 2 audit support. The certifiable edition is ISO 45001:2018 with Amendment 1:2024. ESGweise is not a certification body; certificates are issued by an accredited certification body of your choosing.
What is ISO 45001 certification?
ISO 45001 certification is independent confirmation, by an accredited certification body, that your occupational health and safety management system meets ISO 45001:2018.
ISO published ISO 45001:2018 in March 2018. It sets the requirements for a system that prevents work-related injury and ill health: identifying hazards, assessing and controlling risk, consulting workers, managing contractors and change, and learning from incidents. It replaced OHSAS 18001, and it shares its clause structure with ISO 9001 and ISO 14001, so the three can run as one integrated system.
Who needs ISO 45001 in the UAE and GCC?
Organisations whose clients ask for it: the certificate is voluntary, and it becomes a requirement when a prequalification, tender or contract makes it one.
- Construction contractors and subcontractors working for developers, government entities and infrastructure programmes.
- Oil, gas, petrochemical and utilities contractors, where operators set ISO 45001 as a minimum for vendor registration.
- Facilities management, maintenance and manpower suppliers, whose people work on client premises.
- Manufacturers and logistics operators with machinery, vehicles, warehousing and shift work.
- Multi-site organisations that need one safety system everywhere.
What has changed in ISO 45001, and what is changing?
ISO added a climate action amendment in February 2024, and a new edition is in development, which ISO expects in the first half of 2027.
- ISO 45001:2018/Amd 1:2024: the organisation determines whether climate change is a relevant issue for its OH&S system, and interested parties can have climate-related requirements. In the UAE, heat is the obvious example. Certification bodies audit it now.
- ISO/DIS 45001: the revision is at Draft International Standard stage, with voting closed. ISO expects the new edition in the first half of 2027. Transition arrangements are set after publication.
- Until then: certify to ISO 45001:2018 with Amendment 1:2024. There is no reason to wait.
How do you get ISO 45001 certified?
In five steps over six to twelve months: a gap analysis, designing the system, running it long enough to build records, an internal audit and management review, then the certification audit.
Gap analysis
Where you stand against every requirement, what your existing HSE system already covers, and a fixed quote for the rest including expected certification body fees.
Design the system around your work
Hazard identification and risk assessment, legal register, OH&S policy and objectives, contractor and change controls, and emergency arrangements, written for the people who use them.
Run it and build the records
Training, worker consultation, inspections, incident reporting and investigation, and drills, producing the evidence an auditor asks for.
Internal audit and management review
An impartial internal audit of the whole system and a management review on real data, both required before Stage 2.
Certification audit
Help choosing an accredited certification body, then support through Stage 1 and Stage 2 and the closure of any findings.
How much does ISO 45001 certification cost in the UAE?
Certification body fees typically run from AED 10,000 to AED 20,000 for initial certification and AED 7,000 to AED 15,000 for recertification; our own work is quoted as a fixed scope after a short call.
- Certification body, initial certification: typically AED 10,000 to AED 20,000
- Surveillance audits: smaller annual audits in years two and three
- Recertification: typically AED 7,000 to AED 15,000 in the third year
- ESGweise: quoted as a fixed scope after a short call. Contact us for a quote.
Headcount, number of sites and the risk of the work decide where you sit in each range.
How long does ISO 45001 certification take?
Six to twelve months, because the certification body needs evidence that the system has been running, not only written.
Before Stage 2 you need risk assessments in use, consultation, inspection and incident records, a full internal audit and a management review on real data. Writing faster produces none of them, and a timeline quoted in weeks ends in a deferred Stage 2.
What does an ISO 45001 auditor look for on site?
Evidence that hazards are controlled where the work happens, that workers have a real say, and that contractors are held to the same standard.
- Hazard identification and risk assessment: covering routine and non-routine work, contractors and visitors, with controls chosen by the hierarchy of controls rather than defaulting to PPE.
- Worker consultation and participation: non-managerial workers consulted on hazards, controls, training and the audit programme, with barriers such as language and fear of reprisal removed.
- Contractors and outsourcing: OH&S criteria in contractor selection, and control of the work once they are on site.
- Management of change: new equipment, processes, sites and organisation assessed before they start.
For organisations running health, safety and environment together, HSE systems covers ISO 45001 and ISO 14001 in operational detail. To build your own audit capability, the ISO internal auditor course trains your people on ISO 45001 and ISO 19011.
Does ESGweise issue the ISO 45001 certificate?
No: ESGweise prepares you, and an accredited certification body audits the system and issues the certificate.
ISO/IEC 17021-1 keeps consultancy and certification apart, and that separation is what gives the certificate its value. ISO implementation builds the system, ISO internal audit supplies the impartial audit the standard requires, and once you are certified, ISO certification maintenance keeps every site ready between audits. ISO 45001 Certification: questions we hear most
How much does ISO 45001 certification cost in the UAE?
There are two parts. The certification body's audit fees typically run from AED 10,000 to AED 20,000 for initial certification, with smaller surveillance audits in years two and three and recertification at AED 7,000 to AED 15,000 in the third year. Headcount, number of sites and the hazard level of the work decide where you sit. The second part is building the OH&S management system. ESGweise quotes that as a fixed scope after a short call, with the expected certification body fees shown alongside. Contact us for a quote.
Is ISO 45001 mandatory in the UAE?
No law makes ISO 45001 certification a general requirement. Health and safety law is mandatory, and the certificate is how operators, main contractors and government clients check that you manage it. ISO 45001 is a routine question in contractor prequalification and tenders, and a contract can make it a condition of award. Once it is written into a contract, it binds you like any other term.
What is the difference between ISO 45001 implementation and certification?
Implementation is building and running the OH&S management system: hazard identification and risk assessment, legal register, worker consultation, contractor controls, incident investigation, internal audit and management review. Your organisation does it, often with a consultant. Certification is the independent two-stage audit by an accredited certification body, ending in a certificate valid for three years and kept through annual surveillance audits. ISO/IEC 17021-1 keeps the two apart: a certification body cannot certify a system it helped build.
Is OHSAS 18001 still valid?
No. OHSAS 18001 was a BSI-led specification, never an ISO standard, and ISO 45001:2018 replaced it. The migration period ended on 30 September 2021, after the COVID extension, and no accredited OHSAS 18001 certificate is valid today. An organisation still working to OHSAS 18001 goes through initial ISO 45001 certification, Stage 1 and Stage 2. Anyone selling OHSAS 18001 certification now is selling an unaccredited certificate.
Should we wait for the new edition of ISO 45001?
No. ISO 45001:2018 with Amendment 1:2024 is the edition you certify to today. The revision is at Draft International Standard stage and ISO expects the new edition in the first half of 2027. Certificates to the 2018 edition stay valid through a transition period that is set after publication, and certified organisations move across through that transition, not through a fresh certification. Waiting costs a year of certificate you could already hold.
Are you an ISO 45001 certification body?
No. ESGweise is a consultancy and prepares organisations for certification. An accredited certification body audits the system and issues the certificate. In the UAE the national accreditation body is EIAC, and certification bodies accredited elsewhere under the international recognition arrangements are also accepted. Check that the body you choose is accredited for ISO 45001 and for your scope. We have no commercial tie to any certification body, so we can help you compare them.
Tell us your headcount, sites and contractors.
With headcount, sites, high-risk activities and how many contractors work on site, we give a fixed scope for the system and the expected certification body fee.
