IFRS S1 and S2 reporting checklist

59 tests a preparer or reviewer applies to IFRS S1 and S2 disclosures before they are authorised for issue, from the reporting entity and material information to climate resilience, Scope 3, financed emissions, targets and transition reliefs. Each test cites the paragraph it addresses and the evidence to inspect. Every test is shown below. The Excel version adds a rating drop-down, the same tests grouped by owner, a findings log and a review plan.

The checklist

Disclosure tests by section

This is a generalised checklist. It does not set out your organisation's specific requirements. It is a sound starting point, and we recommend tailoring it to your organisation's context, processes, risks and legal obligations. For support on your IFRS S1 and S2 reporting, contact us at [email protected] or [email protected].

Prepared against IFRS S1 and IFRS S2 (ISSB, June 2023), with the December 2025 Amendments to Greenhouse Gas Emissions Disclosures. Section 1 tests the IFRS S1 general requirements, sections 2 to 5 follow the four IFRS S2 core content areas, and section 6 tests the transition reliefs and the December 2025 amendments. For the jurisdictional position in each GCC country, see GCC ESG disclosure regulation by country.

  6. 6.6 IFRS S2 paras C4(a) and C5: measurement method relief

Where the entity used a method other than the GHG Protocol Corporate Standard (2004) in the annual reporting period immediately preceding the date of initial application, has it determined whether to continue that method under IFRS S2.C4(a), and planned the transition to the GHG Protocol?

Evidence: Description of the existing method; transition plan to the GHG Protocol Corporate Standard; base year recalculation where required

  7. 6.7 Amendments to Greenhouse Gas Emissions Disclosures (IFRS S2), December 2025

Has the entity assessed the December 2025 Amendments to Greenhouse Gas Emissions Disclosures, effective for annual reporting periods beginning on or after 1 January 2027 with early application permitted, which provide reliefs and clarifications on the measurement and disclosure of Scope 3 Category 15 emissions beyond financed emissions, the classification system used to disaggregate financed emissions information, and the measurement method and global warming potential values used, and documented its decision on early application?

Evidence: Impact assessment of the amendments against current methodology; approved decision on early application; updated methodology notes

Prepared in October 2026 against IFRS S1 General Requirements for Disclosure of Sustainability-related Financial Information and IFRS S2 Climate-related Disclosures, issued by the ISSB in June 2023 and effective for annual reporting periods beginning on or after 1 January 2024 (IFRS S1.E1, IFRS S2.C1). The date of initial application for a given entity is set by the jurisdictional authority or exchange that requires or permits the Standards, not by the ISSB. In December 2025 the ISSB issued Amendments to Greenhouse Gas Emissions Disclosures, amending IFRS S2, effective for annual reporting periods beginning on or after 1 January 2027 with early application permitted. Paragraph references follow the June 2023 text. Test the requirements on Scope 3 Category 15, the classification system for financed emissions, and the measurement method and global warming potential values against the amended Standard, and test any transition relief against the jurisdictional instrument that applies.

The tests paraphrase the requirements of IFRS S1 and IFRS S2 and cite the paragraph each one tests. They are a working aid, not a substitute for the Standards, which are available from the IFRS Foundation, or for the jurisdictional instrument that applies to you. Add tests for your jurisdiction's requirements, your industry-based metrics and your own reporting process.

Questions

Preparing IFRS S1 and S2 disclosures

Does IFRS S2 require a transition plan?

No. IFRS S2 does not require an entity to have a climate-related transition plan. Paragraph 14(a) requires the entity to disclose information about any climate-related transition plan it has, including the key assumptions used in developing it and the dependencies on which it relies. An entity without a plan still discloses how it has responded to, and plans to respond to, climate-related risks and opportunities in its strategy and decision-making. A requirement to have a plan comes from a regulator, a lender or an index, not from IFRS S2.

Which transition reliefs apply in the first annual reporting period?

IFRS S1 permits an entity, in its first annual reporting period, to disclose information on climate-related risks and opportunities only (paragraph E5), to report its sustainability-related financial disclosures after the related financial statements within the limits of paragraph E4, and to omit comparative information (paragraph E3). IFRS S2 permits it to omit Scope 3 greenhouse gas emissions, including financed emissions (paragraph C4(b)), and to continue a measurement method other than the GHG Protocol Corporate Standard used in the preceding period (paragraph C4(a)). Jurisdictional instruments can modify these reliefs: Qatar extends the Scope 3 relief to two years, and the QFMA does not permit the timing relief for listed companies.

What do the December 2025 amendments to IFRS S2 change?

The ISSB issued Amendments to Greenhouse Gas Emissions Disclosures in December 2025. They provide reliefs and clarifications on three areas: the measurement and disclosure of Scope 3 Category 15 emissions beyond financed emissions, the classification system used to disaggregate financed emissions information, and the measurement method and global warming potential values used to measure greenhouse gas emissions. They are effective for annual reporting periods beginning on or after 1 January 2027, with early application permitted. Entities with asset management, commercial banking or insurance activities are affected most, because two of the three areas concern financed emissions.

Is IFRS S1 and S2 reporting mandatory in the GCC?

It depends on the jurisdictional instrument. Qatar applies IFRS S1 and S2 to financial years beginning on or after 1 January 2026, for Main Market listed companies and for banks and insurers regulated by the Qatar Central Bank. Oman has adopted the Standards by decision, applying from 1 January 2029. As of October 2026 the UAE, Saudi Arabia, Bahrain and Kuwait have no adoption decision, although entities there can apply the Standards voluntarily and exchange guides already refer to them. Our article on GCC ESG disclosure regulation sets out each country in turn.
